Gobind: AI Governance Bill complete, to be tabled in Parliament by early 2027

Digital Minister Gobind Singh Deo told the Dewan Rakyat that the proposed AI Governance Bill is complete and will go to the Cabinet in the near future, with tabling planned by early 2027. According to Bernama, the bill would require those who develop, provide or use AI systems to take responsibility for identifying, assessing and managing risks.

Key points

  • The bill would cover AI risk management, accountability among parties, and mechanisms for reporting and managing incidents.
  • Gobind said responsibility should be determined by a party's role, level of control and the degree of risk.
  • Until then, fraud, deepfakes and false information will be handled under the Penal Code, the Communications and Multimedia Act 1998, the Online Safety Act 2025 and the Cybersecurity Act 2024.
  • The government is also strengthening the Evidence Act and the Criminal Procedure Code for technology-related cases.

Why it matters for Malaysia

This would be Malaysia's dedicated legal framework for AI, and a role-based approach would affect companies differently depending on where they sit in the AI supply chain. Businesses have a limited window to prepare before tabling.
